THE RANFURLY VILLAGE REDEVELOPMENT PLAN 2010

Upon taking possession of the Ranfurly site from the Patriotic and Canteen Funds Board in 2002 the newly established Ranfurly Trust Board recognised the need to redevelop the aging facilities with a long-term view of what would be required to meet the needs of Veterans when, inevitably, the World War II generation passed on.
 
It was decided that rather than refurbishment of the aging facilities a new purpose built rest home and hospital would be the optimum solution.  Any plans also needed to incorporate the restoration of Ranfurly House and consider not only the best economic return on the use of the 2.8 hectares of land but also the compatibility of land use adjacent to the new home and hospital.
 
After consideration of all options a joint venture with Retirement Assets Ltd. was agreed and both parties set about designing an integrated retirement village and aged care facility.  Retirement apartments would be built around the perimeter of Ranfurly House which would be refurbished to function as a village community centre on the ground floor and as a Veterans’ Support Centre upstairs.
 
In 2008 a resource consent for a comprehensive redevelopment was obtained and detailed design work was undertaken during 2009.  In 2010 the Trustees decided to alter its agreement with RAL to transfer operational management of the existing facilities to RAL which would operate alongside the proposed retirement apartment village.  A charter was agreed between the parties to protect the interests of the veteran community, allowing them priority access and other preferential entitlements.
 
The agreement resulted in the Ranfurly Trust creating an inflation proof and long term income stream from ground rent and a share of profits from apartment sales.  RAL also undertook to fully fund the refurbishment of Ranfurly House with the Trust able to occupy the first floor and establish a long-awaited Ranfurly Veterans’ Centre (support hub).
 
In the future the Trust will be able to steadily grow its financial resources to support Veterans in the wider community, not just those requiring residential care.
